The brush was shaped around the foundation, dense enough to move it without drinking it. The stain sets into the lip so the plumper goes over it without lifting colour, and the gloss goes over both.
Nothing here is filler. Every piece sells on its own at full price, and the bag is sized so all five fit inside it.
If you only want the face or only the lips, the Base Set and the Lip Set exist for that.
